Yest it is possible to do 3D model from 2D CAD data, and actually this was the normal for years, just now with the introduction of software such, Sketchup, REVIT and all others BIM software, the visualization artist is receiving 3D model. But still several people only submit 2D CAD plans or even PDF, and you have to start from there.
