Looks like Sketchup,

 

but you can achieve this look with Vray Toon Shader as well in 3dsmax. But best to keep it simple in sketchup.

Thank you for your answer. But can i achieve those bolder outer contour lines in sketchup ?

Hmm... you raise an interesting point. Sketchup cannot make lines thicker or that smooth. It must be VrayToonShader material in 3dsmax.

 

Or it can be a combination of Sketchup model and Photoshop editing...

 

Do let me know if you figure out a standalone software that can do this...

I reckon it might be sketchup, then Illustrator to get the bolder lines etc. Takes all of 5-10 minutes. Seen it done a million times by other students at school. The arrows and colour would be done in Illustrator too I expect.
