Many things could create this issue in 3D Max.

One of them is scale, for instance, if you are modeling a building or a set of houses and the units in your scene are set to mm or inches. this units are too small for those larger project, you'll have to change your scene scale to something larger such Meters or something.

 

Another issue could be that your model is too far from the system coordinates 0,0,0. If you start modeling your building from a CAD file, this is usually the case, since CAD drawings start from survey-based drawings and those could be floating someplace very high or very low or really far from 3D Max original 0,0,0 coordinates, this mixed with very small scale, create those visual issues.

 

Third could be video card drivers.

 

Fourth you may have something very far away from your main model, a CAD pice or a simple dot will do.
