Does it take long to pull new material, someone going through it?

I have similar issues when I work with files created by other people. Such, Sketchup Models or REVIT or even other 3D Max.

My work around are to use less previews on the Material editor. Also the texture size matters on the previews for some reason.
I use Relink Bitmap script to collect and reorganize all textures, sometimes searching through the network in different folder will add time to loading too.

Try to divide your scene with XRef Scenes or objects.

For instance the site can be a separated scene and the building can be an other one.

Still that loading time is way to long, check if you have missing textures links or complex shaders.

Its a bit slower in 3dsmax 2021 I have noticed. 

 

You also have a missing plugin which I see at 0:17 on the time stamp. This can severely slow things down as its searching for it. I would first of all remove missing plugins and see if that helps.

Second option is to delete your ENU and see if that works. 

Third option merge into a fresh scene as you might have lots of redundant materials in the scene which again slows things down.

 

The texture size Francisco mentions can also affects things, another helpful option after you have tried the above is to change the in viewport texture size in your Configure Viewport options. It could be set to something like 4096 which can be optimized for a scene with 50+ textures.
