Normal maps stop working as intended as camera moves away

Hi,

I'm having an issue where as the camera moves away, the normal maps stop functioning completely. This allows the specularity to become out of control (the normal maps were breaking up the specularity). I have attached two images from a simple scene used to reproduce the issue: the closer one is what it is supposed to look like, while the second shows the normal maps not functioning.

 

Also: I'm using vray GPU, HDRI dome light for lighting, I have 0.01 as my filtering setting on the normals, and I am using a vray physical camera.

 

Any help would be appreciated,
