While in the US people us a period for a decimal point, in most other countries in the world, they use a comma. So it is probably a screen capture from a computer from another country. The IOR is a coefficient of the difference between two different materials, in this case, most likely glass and air. This value becomes important when it comes to calculating refraction and when it comes to calculating at what angle rays stop refracting and start reflecting specular light, aka the fresnel.
