Grafix card

Ive just arrived in tokyo and looking in Akihabara electric town ive only found game cards like:

sapphire radeon 9600 atlantis 256mb at 140$ which looks interesting, but it is still a game card, so i use 3dsmax and photoshop, would anyone recommend this card, or otherwise where to find say a quadro in this city.
