procedural noise bumps are blurry - why if they're procedural?

trying to make a pretty cheap and cheerful ocean using a noise in the bump slot. Bump is maybe tolerable at 5 but in VrayRT looks pretty good round 15-20, it's raised enough to kick in the full fresnel effect you get when water is reflecting two opposing angles. Kinda choppy. I was happy with that until...

 

I render it properly, only around 1k, and it looks like I've used a crappy low res bitmap.

 

it's not the blur setting either. Also, it's set to fractal and iterations of 10.

 

how do I pack it full of nice fat resolution?
