I know you can make trees without leaves (or control how many, etc.). Similar to some of the programs that were mentioned on the main page here. They are really high polygon, though. Also, try www.3dcafe.com or www.turbosquid.com, they probably have some simple ones for free. No idea about 2D ones, although, if I recall correctly, RPC had some fall ones for sale.
