Question on modeling rain and clouds (hi from seattle USA)

No, I will not be consistently modeling rain and clouds...only Kurt Cobain's hair and the space needle (ok not those either). But I do expect to need to do some modeling of water, as I am an artist whose sculpture often uses water. I want to:

 

* Create mockups for clients and public art proposals involving organic shapes and water

* Be able to export to 2D construction blueprint type format

* Best ease of use/learning curve without too much compromise of quality and capability

* Being able to animate would be nice I suppose, I do make kinetic sculpture, but animation is not necessary

I used Google Sketchup for one project then though I should work with something more powerful if I'm going to learn a program. I am thinking 3DS max but what do you folks recommend?
