I rendered a top window of a site for a siteplan image (no camera), turned z-depth on but just got black. I'm pretty sure my range ~750' was deep enough to catch the objects rendered. I would imagine that without a Camera in the scene, there is no "height" to the position rendered. There would be no way to determine the range you are specifying.
