environment blur and envrionment/background switcher

is the environment blur supposed to work when inserted to the Environment/Reflections of the environment/background switcher - which is in the environment map in the environment and effects?

 

i have it setup like that, and i have the derive blur amount from ArchDesign Mtl option checked and the blur set to 0.0, blur map resolution 200.

 

if i lower the archdesign to anything less than 1.0 the object has completely blurred reflections to the point where you cannot see any variation.

 

i do have the single sample from environment selected in the archdesign material.

 

i thought i had this working some time ago..??
