Out of the box the 980Ti will have better support.

Many of the older versions of software - which you might not want to upgrade in the near future - will work better with the "seasoned" Maxwell architecture vs. the brand new Pascal.

 

Speed-wise, the 1070 will end up being slightly faster and the extra 2GB of RAM might be useful for more complex stuff, but neither is a deal breaker for most.

 

The 1070 will also run leaner (pull less watts regardless of utilization %, but especially under heavy load). For the latter I chose a 1070 as the card for my upcoming ITX build, as it is a given that I will o/c my CPU:

 

A 6700K clocked past 4.5GHz would probably go close to 200W of real consumption @ 100%.

Adding a 250W+ GPU like the 980Ti (that could go north of 300W if you were inclined to O/C that), I would not be very comfortable with the 600W SFX PSU limit. The 1070 gives me similar performance at 160W - a figure that makes me feel far more comfortable.
