Well wit that budget you may take a look at the Dell precision series, something with 2 x Xeon Quad or Six Cores, with a Quadro K4000 or so it will be a hardcore rendering machine. Now if you want a little better performance on Photoshop or other application with single core optimized, Maybe an i7 OC would be a better option.

At my office we have Dells Six cores and they rock rendering, we compared to a Boxx i7 extreme OC and Dell are a few second faster to rendering. But the Boxx has better performance on After effects, Photoshop and similar because the OC CPU.

Still the differences are so minimal that I rather work on the Dell with the Xeons.
